A reporter does have to write thier own articles and make them so can be editied to fit the space easily that the article will fit at a time of printing.

Yes, a reporter would want to write their own articles.
Writers typically put together information already provided for them — ie: wedding announcements/anniversaries/obits..
Qualifications depend upon your locale……For instance, a small locally owned weekly might hire someone who just has a natural “knack” for writing…….a large daily paper will definitely want a degree.
